With an average building permit value of $1,600 per home, this represents average rebate amounts of $160, $320 or $480 per home going back to the builder, which easily offsets their initial costs associated with joining the CRHBA Built Green Program. Based on past experience, both the City of Calgary and the CRHBA have agreed that builders who adopt the Built Green Program tend to build to a higher level of overall construction quality, which requires less effort from the City's plans examination and inspection processes to achieve acceptable construction standards. Additionally, homes built to Built Green standards tend to cost more than conventionally constructed houses, and so therefore the rebate strategy rewards the builders for their forward-thinking efforts. Here is the procedure the City of Calgary Building Regulations Department will use for the building permit rebate: 1. When applying for a building permit, the applicant will inform the City counter staff that the project will be constructed under the Built Green standards as well as indicating the appropriate level (i.e. bronze, silver, gold). 2. The City counter staff will process the permit application in the normal way and generate all the necessary documents including the building permit rebate application form for the applicant. (Note: although the actual rebate application form will not physically be available for applicants until the end of January 2007, the City counter staff will attach a note onto the projects building permit indicating that it will be built to Built Green standards as of January 1, 2007. When the project is finished and the applicant has testing completed via an acceptable certification agency that the dwelling unit has met specific energy and environmental design criteria, the applicant must submit the "Rebate Application Form" as well as a copy of the "EnerGuide Label & Report" verifying that the project meets either a bronze (72-74 rating), silver (75-76 rating) or gold (77+ rating) level. The application will be reviewed by a Safety Codes Officer and if the documentation is complete and acceptable, the permit fee rebate will be approved. 5. The necessary documents will be forwarded to the Cityís Finance Department for payment. The rebate will be based on the original building permit fee amount. It is important to note that the application for a building permit rebate can be made up to 90 days after final inspection has been completed by the City of Calgary. The rebate is applicable to new one/two family dwelling units, but with the provision in the 2007 City of Calgary Fee Schedule of these rebates up to a maximum of $100,000; multi-family builders building stacked or tower family dwellings also qualify on a "dwelling unit-by-dwelling unit" basis for bronze, silver or gold levels achieved.
